Employment Director – Refugee Housing & Employment Program

The Rwandan Canadian Healing Centre (RCHC), supported by the African Canadian Collective (ACC), is launching a two-year transitional housing pilot in the Greater Toronto Area to support 100 refugees in securing stable housing and gainful employment. Using a proven model from The Refugee Centre in Montreal, this initiative provides affordable shared housing, job training, and wraparound support to help refugees transition from homelessness to independence. Staff will play a critical role in creating a safe, supportive environment where participants can heal, grow, and rebuild their lives in Canada.

About the Role

We are seeking an experienced Employment Director to lead job placement efforts for refugees housed through our transitional housing program. The successful candidate will develop and maintain strong employer partnerships, connect program participants with job opportunities that provide livable wages, and oversee employment readiness initiatives. This role is pivotal in ensuring that all housed individuals secure stable, long-term employment, which is a condition for transitioning to permanent housing.

Key Responsibilities

  • Develop and implement employment placement strategies for refugees in the housing program.
  • Establish and maintain partnerships with employers, focusing on businesses in Toronto and the surrounding region that are willing to hire newcomers.
  • Work closely with corporate partners, industry associations, and workforce development programs to create sustainable job opportunities.
  • Ensure that all employment placements meet or exceed the Toronto livable wage standard.
  • Oversee job readiness programs, including resume building, interview coaching, and workplace integration support.
  • Work with wage subsidy programs and employment grants to create additional opportunities for refugee job seekers.
  • Track employment outcomes, including wages, job retention rates, and career progression of program participants.
  • Collaborate with intake coordinators and case managers to ensure all housed clients receive tailored employment support based on their skills and experience.
  • Advocate for inclusive hiring practices and work with employers to implement diversity, equity, and inclusion initiatives for refugee hires.
  • Create job fair opportunities with key employers.
  • Collaborate with Operation Manager, Case worker and organizations that provide culturally sensitive programs for clients needs in support of job placement.
  • Qualifications & Requirements

  • 5-7 years of experience in employment services, workforce development, or corporate recruitment.
  • Extensive professional network in the Toronto business community with direct employer connections.
  • Proven track record in job placement, employer engagement, and workforce development initiatives.
  • Experience working with diverse populations, preferably refugees, newcomers, or other marginalized communities.
  • Strong understanding of the Toronto job market, wage subsidies, and workforce inclusion programs.
  • Excellent communication, negotiation, and relationship-building skills.
  • Ability to track and report employment outcomes and program success metrics.
  • Experience working in partnership with government agencies, non-profits, and private-sector employers.
  • A bachelor degree in human resources, business administration or related field.
  • Proficiency in Microsoft office and other related programmable software
