Housing Developer/ Operations Manager – Refugee Housing & Employment Program

The Rwandan Canadian Healing Centre (RCHC), supported by the African Canadian Collective (ACC), is launching a two-year transitional housing pilot in the Greater Toronto Area to support 100 refugees in securing stable housing and gainful employment. Using a proven model from The Refugee Centre in Montreal, this initiative provides affordable shared housing, job training, and wraparound support to help refugees transition from homelessness to independence. Staff will play a critical role in creating a safe, supportive environment where participants can heal, grow, and rebuild their lives in Canada.

About the Role

We are seeking a highly organized and experienced Housing Developer/ Operations Manager to oversee the day-to-day operations of our transitional housing program. This role will ensure smooth coordination across all program components, from housing logistics and client intake to financial oversight and program compliance. The Operations Manager will play a key leadership role, ensuring the program is executed effectively while maintaining high standards of service delivery and sustainability.

Key Responsibilities

  • Oversee the daily operations of the refugee transitional housing program, ensuring efficient service delivery.
  • Manage housing logistics, including lease agreements, property maintenance coordination, and occupancy tracking.
  • Work closely with the intake manager to ensure clients meet eligibility criteria and are effectively onboarded.
  • Work closely with the Employment Director to ensure all housed individuals receive tailored employment support.
  • Maintain financial oversight, ensuring budgets are followed and membership fees, rent payments, and subsidies are properly tracked.
  • Oversee compliance with program policies, funding requirements, and housing regulations.
  • Develop and implement operational strategies to improve program efficiency and sustainability.
  • Coordinate with landlords, NGOs, government agencies, and community partners to ensure tenant compliance within housing program and assist tenant in securing appropriate permanent housing promptly
  • Identify and resolve operational challenges, ensuring seamless collaboration between different departments.
  • Track and analyze program data to measure impact, identify trends, and enhance operational effectiveness.
  • Qualifications & Requirements

  • 5-7 years of experience in operations management, program management, or nonprofit administration, preferably in housing, employment services, or refugee support programs.
  • Strong project management skills, with a proven ability to oversee multiple program components simultaneously.
  • Experience with budget management, financial tracking, and program evaluation.
  • Knowledge of housing logistics, lease agreements, and rental market trends in Toronto.
  • Understanding of employment services, workforce development programs, and refugee integration challenges.
  • Create and effective on boarding and exiting plan for clients
  • Strong leadership, communication, and problem-solving skills.
  • Ability to work with diverse stakeholders, including landlords, government agencies, and nonprofit partners.
  • Proficiency in data tracking, reporting, and operational performance measurement.
  • Work collectively with landlords and building management within Toronto and GTA
  • Proficiency in Microsoft suites
